Das Bicycle Policy Audit wurde von internationalen Radverkehrsexpert:innen entwickelt. Es basiert auf internationalen Methoden und Erfahrungen und bietet einen Überblick über Qualität der lokalen und regionalen Radverkehrsmaßnahmen.
Die BYPAD Methode wird seit 1999 angewendet und wurde bereits in fast 250 Gemeinden, Städten und Regionen umgesetzt.
Es wird die gesamte Qualitätskette untersucht, welche aus 9 Modulen besteht. Jedes Modul wird einer der fünf BYPAD-Entwicklungsstufen zugeordnet. Gemeinsam stellen sie die Qualität der Aktivitäten zur Förderung des Radverkehrs in einer Gemeinde, Stadt oder Region dar. Ausgehend von den ermittelten Entwicklungsstufen (Analyse der Stärken und Schwächen) werden konkrete Vorschläge erstellt, wie das Radverkehrssystem in Zukunft verbessert werden kann, und es wird ein Aktionsplan erstellt.
BYPAD betrachtet die Radverkehrspolitik als dynamischen Prozess, in welchem sich die 9 Themenfelder ständig weiterentwickeln und sich gegenseitig beeinflussen.
Das IVP agiert seit 2021 als BYPAD Anlaufstelle und Sekretariat und führt auch Auditor:innen-Trainings durch.
